IBKR cannot be funded with a debit or credit card. You'll have to send money to IBKR's bank account via wire transfer. As a preliminary step, you must notify IBKR of the deposit. If you don't do this, your wire transfer will not go through.
Deposit money into your IBKR account by clicking the “Deposit” button on the left side.

To my knowledge, there are just two methods for adding money to your account:
Go to your bank with your USDs in hand and make an appointment. In order to do this, you'll need a USD bank account. You can wire money from your BDO USD account to another BDO USD account via your app, which is very handy.
