ＥＣＢ、臨時資産購入58兆円上積みも－早ければ30日とエコノミスト

欧州中央銀行（ＥＣＢ）は、新型コロナウイルス感染拡大で打撃を被る欧州経済への支援を強化するため、臨時の資産購入プログラムの規模を今後数カ月でさらに拡大するとエコノミストは予想している。

ブルームバーグが調査で回答を得た４人のうち１人によれば、ＥＣＢは早ければ30日に開く政策委員会で、「パンデミック緊急購入プログラム（ＰＥＰＰ）」を現在の7500億ユーロ（約87兆円）相当から増額する可能性がある。回答者の大部分は９月までにそれが起きると考えている。

エコノミストらは、ＰＥＰＰの5000億ユーロの上積みを予測しており、ＥＣＢの全てのプログラムを合わせた今年の資産購入は１兆5000億ユーロを上回る見通しだ。

ＰＥＰＰ拡大の規模とタイミングは、政府サイドがどこまで追加の財政出動を行う用意があるかに左右される公算が大きい。23日の欧州連合（ＥＵ）首脳会議では、差し迫った資金需要に対応するため、欧州安定化メカニズム（ＥＳＭ）の与信枠提供を柱とする5400億ユーロの経済対策が承認された。

危機収束後の経済再生に向け、復興基金の設立でも合意したが、財源で意見が対立し、規模も結論を持ち越した。ＥＣＢのラガルド総裁は、ユーロ圏経済が今年最大15％のマイナス成長に陥る恐れがあり、対応規模が小さ過ぎる危険があるとＥＵ首脳らに警告した。
